The definition of "best" changes based on the cost you're willing to dump into the mining rig. The Apocalypse battleship is indeed the "best" overall, but it costs 100 million+. The Caldari Osprey and a Minmatar cruiser I forget the name of allows...

I'm not sure if anyone's compiled a comprehensive list of all the starter skills for each race/school combination, but eve-i.com has a starter tool , skill explorer , and a skill learning calculator , among other useful tools for EVE players.

True, 90k free points, but that's only time, whereas having to buy a few extra skills because you didn't get them at character creation requires cash. However, in either case, the amounts involved (time or cash you need to make) are trivial.
